Recommended compression suits almost every photo. With an exact size, the image is re-encoded until it fits; if the target cannot be reached, you are told so rather than handed an unreadable result. PNG files have no quality to lower: they are re-encoded as WebP, which compresses and keeps transparency, and that is the format you get back. HEIC files come back as WebP, which keeps their transparency: this page cannot write HEIC.
